In a landmark address to the Ministry of Digital Economic Affairs, President Anura Kumara Dissanayake, who also serves as Minister of Digital Economy, unveiled a comprehensive roadmap to propel Sri Lanka into a new era of digital transformation. Stressing the essential collaboration between political leadership and technological expertise, he emphasized the role of professionals in spearheading a digital economy poised to drive national growth.
The President outlined a bold objective to generate USD 15 billion in revenue through digital initiatives over the next five years. Key components of this vision include expanding the digital workforce to 200,000 professionals, achieving full digitization of government and economic processes, and leveraging digital tools to enhance economic efficiency.
Addressing Inefficiencies Through Digitalization
President Dissanayake identified inefficiencies in public services as a major obstacle to development, pointing to examples like the Ministry of Labor, where outdated systems contribute to persistent public queues. He argued that digital solutions can eliminate such inefficiencies, improve service delivery, and enhance economic performance.Reflecting on past strategies, the President acknowledged that while physical infrastructure projects were prioritized, they alone cannot achieve sustainable growth. Instead, he advocated for educational reforms to prepare future generations for a digital economy and technological integration to streamline government bureaucracy.
Strategic Pillars for a Digital Economy
The President’s roadmap focuses on several strategic pillars that aim to modernize Sri Lanka’s economy and governance:
Digital Identity (Digital ID): A nationwide Digital ID system will enable seamless access to government and financial services. By streamlining welfare distribution, tax collection, and citizen services, this initiative aims to reduce fraud and improve efficiency.
E-Governance: Digitizing government operations to create a centralized platform for public services will include online tax filing, digital procurement, and electronic land registrations, enhancing transparency and service efficiency.
Digital Payments and Financial Inclusion: Promoting cashless transactions through mobile wallets, QR codes, and digital banking will encourage widespread adoption and make financial services more accessible.
Capacity Building: Training programs for public officials and citizens will foster adaptability to digital platforms, while investment in skill development will create a tech-savvy workforce.
Public-Private Collaboration: Partnerships with private sector leaders will bring advanced technologies, foster innovation, and strengthen the digital economy.
Strengthening Leadership and Collaboration
The event saw the appointment of Engineer Eranga Weeraratne as Deputy Minister of Digital Economy, enhancing leadership within the Ministry. Key officials in attendance included Dr. Nandika Sanath Kumanayake, Secretary to the President; Waruna Sri Dhanapala, Secretary to the Ministry of Digital Economy; and Hans Wijayasuriya, Senior Advisor to the President on Digital Affairs and Chairman of the ICTA.
These appointments reflect a cohesive effort to align technical expertise with policy direction, ensuring the roadmap’s successful implementation.
Driving Toward a Digital Future
President Dissanayake’s vision for a digitally empowered Sri Lanka underscores the transformative potential of technology in modernizing governance and boosting economic growth. By integrating digital initiatives with national development goals, the government aims to tackle poverty, shift societal mindsets, and position Sri Lanka as a global competitor in the digital landscape.Achieving this ambitious vision will require sustained political will, the active participation of skilled professionals, and robust public-private partnerships. The roadmap provides a clear pathway for Sri Lanka to embrace a future where digital innovation drives prosperity and inclusivity.
As the nation embarks on this journey, the collaboration between policymakers, industry leaders, and citizens will be pivotal in turning this vision into reality.
